Private Dust Control on Rural Roads and Pavement in Rural Subdivisions | |||
| Cypress County provides a dust control program in front of
rural residences or other developments, and in country residential
subdivisions. Landowners contribute a fee for
this service as a Special Tax on their adjoining land. The
deadline to apply for this service is March 1, each year. This program
cost the County about $414,000 in 2008 while revenues in 2009 are estimated
at $106,000. A graveled road adjacent to a rural residence (farmstead) or other development will receive 200 metres of dust control material for the cost of $300/year. In a multi-lot country residential subdivision, the entire subdivision and the adjacent grid road is treated, for the cost of $200/year per lot. This program was upgraded by Council in January 2008 and reviewed in June of 2009. From now on, all Country Residential subdivisions requesting a hard surface road will receive hot mix pavement within the subdivision and cold mix dust control on the adjacent Range or Township Road. The fee for this service will be in the form of a Local Improvement Tax of $500 per year for 25 years. All roads within and adjacent to Industrial subdivisions will be required to be paved with hot mix with the total cost paid over a period of 25 years as Local Improvement Tax. Hot mix pavement is smoother and has a much longer life than cold mix dust control products.
